CRAIG RUSSELL
Marketing Advisor
Craig is a success story in local and international business, marketing, and government contracting. He has held general-managership positions in the field of property & casualty insurance, and real estate. Craig's passion is mentoring entrepreneurship among veterans and minorities. He is active in law enforcement and military affairs. Craig is the founder and president of SS America Memorial Foundation in Seguin, Texas. The foundation supports the needs of wounded warriors, veterans, and law enforcement members. Craig, who served during the Cold War era, is a decorated Navy Submariner.
RAMON QUIJANO
Projects Coordinator, Founder
With twenty-five years as Special Agent of
the U.S. Naval Criminal Investigative Service
(NCIS), Ramon's assignments included two embassy postings. He served as the Task Force Counterintelligence Coordinating Authority Joint Task Force in Panama. He led an NCIS mission in support of a United States-Africa Command law enforcement capacity-building undertaking in Africa. Post-retirement, Ramon was contracted by the NCIS twice. In the private sector, he was the Project Lead of a DOD contract in the Middle East. Ramon is a U.S. Army Veteran.
DAVID FITZGERALD
Chief Operating Officer
As a former senior executive of the U. S. Central Intelligence Agency, David served as Chief of Station seven times over the 35 years of his service. He has experience in all aspects of counterterrorism, counterintelligence, and foreign operations. In addition to serving in several war zones, David also has experience working with foreign military and law enforcement agencies throughout the globe. His in-depth area knowledge includes Latin America, Asia, the Middle East, and Africa. Mr. Fitzgerald is proficient in Spanish, French, and Portuguese languages.
FRANCIS XAVIER BEDOYA
Project Lead, Instructor
Xavier began his law enforcement career as an Agent with the U.S. Border Patrol. He then went on to become a Special Agent with the U.S. Drug Enforcement Administration (DEA) all while serving as an Intelligence Officer and Naval Criminal Investigative Service (NCIS) Agent in the U.S. Naval Reserves. Xavier worked and supported criminal investigations to include participation in undercover operations both foreign and domestic. He was temporarily assigned as the Assistant Naval Attaché at the U.S. Embassy in Bogota, Colombia and as a Counter-Terrorism Analyst in Stuttgart, Germany. Post 9/11, Xavier was assigned as an NCIS Agent, U.S. Embassy in Panama. Xavier is a certified DEA Instructor with lengthy experience in training missions. As a Training Coordinator with the El Paso Intelligence Center, he administered and conducted criminal interdiction training programs to multiple federal, state, and local agencies across the U.S.
MICHAEL HILL
Project Lead, Instructor
Michael served twenty-five years as a Special Agent with the U.S. Drug Enforcement Administration (DEA). He conducted several international investigations and operations.
One of his investigative expertise is in drug manufacturing and clandestine laboratories.
Michael was a DEA Program Manager at the El Paso Intelligence Center in Texas. He was also an instructor at the DEA Academy. He has trained and mentored officers at the state, and federal agencies, and foreign law enforcement agencies. He is proficient in the Spanish language. Michael is a U.S. Air Force veteran.
ROBERT "Bobby" Weston HIOTT
Project Lead, Instructor
Bobby served twenty-nine years as Special Agent with the U.S. Naval Criminal Investigative Service (NCIS). He held supervisory assignments in counterintelligence (CI), criminal investigations, and operations. He was the Supervisory Special Agent (SSA) for the CI Team of U.S. Special Operations Command after 9/11. His overseas assignments spanned from Southeast Asia, Central America to the Middle East. Bobby served for several years as an instructor at the Federal Law Enforcement Training Center. After his NCIS career, Bobby was contracted by the Special Inspector General for Afghanistan Reconstruction.
JOSE A. (Tony) MENDONCA
Project Lead, Instructor
Tony had twenty-four years of service with the U.S. Drug Enforcement Administration. He has had overseas assignments in the southern hemisphere. Tony is talented in mentoring missions among foreign law enforcement agencies. He concluded his DEA career as a Supervisory Special Agent. Tony also served as a counterintelligence officer in the U.S. Marine Corps. He is fluent in the Spanish and Portuguese languages and proficient in French. His wide experience includes corporate security and safety.
Tony holds a master’s degree in Forensic Science.
PAUL YORK QUIJANO
Project Lead, Insructor
Paul is a decorated U.S. Navy Chief Petty Officer Hospital Corpsman. In his 23 years in the Navy, he served as a battlefield corpsman with the U.S. Marine Corps, rendering emergency medical treatment, including initial treatment in a combat environment. Paul is a recipient of a Combat Action Ribbon. He is proficient in conducting medical capability assessments of centers of first responders.
Paul was an Instructor-Supervisor at the U.S. Naval Hospital Corps School. Upon retirement, Paul co-founded what is now the Warfighter Advance, a reintegration program for post-deployed servicemen and women.
TIMOTHY A. SEARFUS
Project Lead, Insructor
Tim began his twenty-five-year law enforcement career as a U.S. Border Patrol Agent and subsequently with the Naval Criminal Investigative Service (NCIS) where he conducted criminal and counterintelligence investigations and operations. In support of the Global War on Terrorism (GWOT), he served as an advisor/mentor to an Iraqi law enforcement entity. He was posted as the Deputy Post Protection Attache, U.S. Embassy Brazil. While assigned as an instructor at the Federal Law Enforcement Training Center, Tim led an International Engagement Team and provided training missions in Central America, South America, and South Africa. Tim is proficient in Spanish and Portuguese languages. He holds a Master of Arts in Civil-Military Affairs in Latin America.

Ethel strongly believes that sales and marketing are all about relationships and making sure clients are assisted, not just sold a service.
ROBERT S. SIBERSKI
Project Lead, Instructor
Robert's 25-year career as a GS-1811 Special Agent/Criminal Investigator began with the U.S. Department of Agriculture’s OIG. He then moved on to the Bureau of Alcohol, Tobacco, and Firearms (ATF) followed by 17-years with the U.S. Customs Service (USCS) Office of Investigations. With USCS, Rob’s positions included serving as a Supervisory Special Agent for an international counter-drug marine smuggling group. Rob subsequently transferred to the USCS Foreign Operations Division, and served as a Deputy Regional Attaché with the USCS Regional Attaché Office covering Central America, based at the American Embassy Panamá City, R.P. Following retirement, Rob worked as a DOD Contractor, holding positions that included Senior Operations Analyst, providing support to the U.S. Central Command’s (CENTCOM) Joint Coalition Intelligence Center; the Threat Finance Exploitation (TFEU) Unit, and to the Counter Improvised Explosive Device (C-IED) Unit. Rob subsequently moved to the U.S. Special Operations Command (SOCOM) working as a Financial Intelligence Analyst supporting the Transnational Threats Division. Rob continued as a Systems Analyst / Federal Law Enforcement Subject Matter Expert working contracts jointly administered by Irregular Warfare Support Program (IWSP) and the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL), which a posting to Honduras in support of the American Embassy Tegucigalpa.
